Benson Parish Council have a Vacancy for a New Councillor

The Parish Council is seeking to co-opt a new member. The term of office will be until the next election in May 2019, when all members must be re-elected. If you are interested in joining the Parish Council, please apply in writing, sending your personal biography and a brief statement of your reasons for wishing to join, to the clerk, as soon as possible and by the closing date of Friday 14th September.

Casual Vacancy Notice

Following the resignation of Councillor Rob Workman, Benson Parish Council has a vacancy for a Parish Councillor. The vacancy will be filled, by election, if any ten electors within Benson Parish request for an election to be held. Could You Be Our Parish Clerk?

Benson Parish Council is currently looking for a highly motivated individual with an interest in the local community to become its next Clerk to the Council.

The role involves advising the parish councillors on procedural and legal matters, administration, agenda preparation and minute-taking at meetings and supervision of the Parish Council’s Responsible Finance Officer, Halls Manager and Handyman.

Experience of local government or Parish Council work will be an advantage (but not essential), as will experience of dealing with the public, working as a team and managing efficient administrative practices. Good computer skills are essential.

The job will be based at Benson Parish Hall, Sunnyside, Benson, Wallingford, Oxfordshire OX10 6LZ and will require some evening and very occasional weekend working.

This permanent role is for 25 hours per week and is paid on the NJC scale of scp30, currently £27,358 (pro rata), depending on qualifications and experience. A workplace pension is provided.

Candidates will be expected to hold CILCA (Certificate in Local Council Administration) or be prepared to study for the qualification and obtain it within two years. Training will be provided.

BENSON NEIGHBOURHOOD PLAN RECEIVES GO AHEAD AT REFERENDUM
 
The results from last week's referendum were:
 
YES Votes - 1,001 (93%)
NO Votes  - 74 (7%)
Spoilt papers - 1
 
Turnout - 35%
 
This is a great result and marks the final step in a journey that started in January 2016.  The Neighbourhood Plan now attains 'Full Weight' and is incorporated into SODC's Local Plan as the blueprint for planning in our Parish. 
  
The Benson Neighbourhood Plan Team wants to say a huge 'thank you' to everyone in our community:
 
To those who voted YES, thanks very much for your support - 93% is even better than we hoped.  
 
To NO voters, we want to ensure that we do whatever we can to mitigate your concerns and deliver the benefits the Plan has secured.
 
The Neighbourhood Plan will deliver much more than new housing and the Relief Road.  It provides for community facilities, sets design standards for developments and secures green spaces.  It also generates very significant additional funding for us to use on other projects that benefit everyone in our community - both existing and new residents.
 
Focus now shifts to implementing the plan and ensuring the facilities and benefits that have been committed by developers and others are realised. More on this to come!

Benson Tidy Group: Saturday 16th June 10am

The Benson Tidy Group, led by John Sharman, are meeting at the Reading direction bus shelter on the A4074 to clean the two bus shelters, this coming Saturday. If you would like to be involved, please just "turn up".  Further sessions are planned for Saturdays 7th July and 4th August meeting at 10.00am at Bob's Corner in High Street. Everyone welcome!

 

Neighbourhood Plan - REFERENDUM DATE SET FOR 28TH JUNE 2018

Following the independent examination of the Benson Neighbourhood Plan by John Slater, South Oxfordshire District Council has agreed that the plan should now proceed to referendum.

The referendum will take place on Thursday, 28 June 2018, and will determine if the plan should be made. Take a look at:

To vote you must be registered to vote in local elections by Tuesday, 12 June 2018 and live in the referendum area. Make sure you Register to Vote if you haven’t already. If residents vote to adopt the neighbourhood plan it will then be presented to South Oxfordshire District Council to be made as part of the Development Plan.

May 2018 Elections

Unlike other parts of the county, South Oxfordshire & Vale of White Horse District Councils are not having an election on 3 May 2018 so we won’t be sending out any voting cards or postal votes to residents in our district. South Oxfordshire & Vale of White Horse District Councils next scheduled elections are in May 2019.

Littleworth Road Closure

You will have noticed that access has been facilitated to the Parish Hall and Sunnyside, since yesterday, by moving the Littleworth Road Closure.
 
This has been done, in response to a request from the Parish Office, as we have a really busy weekend at the Parish Hall, with a number of events over both Saturday and Sunday.
 
There is the Free Compost Giveaway at the Parish Hall tomorrow (Saturday 14th April) from 9 - 11am. At the same time the Scouts will be doing a fund-raising Car Wash!
The very popular, monthly Antiques and Collectors Fair will take place on Sunday.

Benson Village Cleanup - Cancelled - This has been re-scheduled for Saturday 24th March.

Please not that the village cleanup scheduled for this weekend has been cancelled due to the weather. A new date will be announced in due course

We have received the initial comments and questions from the Independent Examiner reviewing the Plan. His letter can be downloaded here - download letter.

Important Notice - Appeal Hearing for BEN 5

You may be aware that outline planning approval for BEN1 Phase 2, including safeguarding the route of the Relief Road across the site and down to the A4074, was finally granted   last week.  As a result, the appeal on the parallel application - which included no provision for the Relief Road and threatened to derail our Neighbourhood Plan - has been withdrawn.  

This leaves the upcoming public inquiry on BEN5, which is not allocated in our Neighbourhood Plan and which again will have serious consequences for our Plan if it is granted.  

The venue of this appeal inquiry has changed - it will now be held at Benson Parish HallThe hearing starts at 10am on Tuesday 20th February.   The Parish Council/Neighbourhood Plan Team will be putting it's case for refusal at the inquiry alongside SODC.

It's really important that the Inspector understands the strength of feeling in the village, so if you support the Neighbourhood Plan and don't want it prejudiced by development on this site, please come along and support us!

The Benson Plan - a message from South Oxfordshire District Council.

Benson Parish Council has developed and submitted its Neighbourhood Plan to South Oxfordshire District Council.
 
We are now inviting comments on the plan and supporting documents during a publicity period running from Wednesday 13 December 2017 until Midnight on Sunday 28 January 2018.
 
You can view the Neighbourhood Plan and supporting documents on our website, www.southoxon.gov.uk/benson.

Hard copies of the documents are available to view at Benson Library (Castle Square, Benson), Benson Parish Council's office (Sunnyside, Benson) and South Oxfordshire District Council’s office (135 Eastern Avenue, Milton Park, Abingdon) during usual opening hours.

Please be aware that all the comments that we receive will be publicly available and your name may be displayed.

When commenting, you should bear in mind that the examiner will mainly assess the plan against the 'basic conditions'.  These are set out in one of the draft Neighbourhood Plan’s supporting documents - titled 'Basic Conditions Statement' - available on our website.

After the consultation closes, the draft Neighbourhood Plan, supporting documents and the comments received will be sent for independent examination.  

The majority of examinations are expected to be through written representations, however the independent examiner will decide whether there is a need for a public examination. 
 
The online survey asks for your views on whether there should be a public examination on the Benson Neighbourhood Plan. If you are emailing or writing to us, you can state whether you think there should be a public examination, as well as the specific reasons for the request. You can also request to be notified of South Oxfordshire District Council’s final decision to make (formally adopt) the Benson Neighbourhood Plan.

Oxford Road Closure and traffic management (Message from Westpoint Construction):

The originally planned closure of the Oxford Road will now only be for a maximum of 5 days and will come in to force on Tuesday 5th December and will run until Saturday 9th December. The diversion routes originally planned will come in to effect and remain in effect between these dates. There will be no access through the closure during the works

Littleworth Road residents will access there properties from the Watlington Street end and will receive letters directly to advise of arrangements proposed during the surfacing of Littleworth Road. 

It would be very much appreciated and assist all concerned if consideration could be given to parking around the diversion routes as agreed as inconsiderate parking could cause delays and disruption for residents and commuters alike. 

As throughout this process we will endeavour to shorten the period of works requiring the closure and so  minimise disruption to local residents and passing traffic whilst maintaining the highest possible standards of Health and Safety for all.

Lost Property

We have a large collection of lost property from around the village held here at the Parish Hall. The collecion has been here for many months and includes numerous coats, jackets and jumpers. If you think something might be yours, please let us know as all items will be cleared at the end of this week
